Visitation and phone communication

Hamilton County uses HomeWAV for on-site visits, remote video visitation, and voice calling. Visitors can create an account through HomeWAV or the mobile app.

Inmate mail

Personal mail is no longer accepted directly at the Hamilton County Justice Center. Personal correspondence is handled through TextBehind via HomeWAV and must include the offender’s full name and Control Number.

Personal mail should be addressed to the inmate at Hamilton County Justice Center, OH, P.O. Box 247, Phoenix, MD 21131. The sender’s full name and complete return address must also be included.

Books must come from a book vendor and must include the inmate name and JMS number in the address. Use the inmate mailroom instructions before sending mail, books, or other correspondence.

Commissary and inmate accounting

Commissary deposits can be made through kiosks in the lobbies of the North and South Buildings of the Justice Center. Inmate accounts can be used to purchase commissary items only.

Online deposits are available through the service named on the Sheriff’s Office inmate accounting page. Money orders are accepted only by mail and must include the inmate’s name and JMS number.

Inmate property

The inmate property office handles property releases, accepted property-window items, court clothing drop-off, and shipping property left at the facility. A valid ID is required for property pickup and for dropping off approved items.

Property hours are Monday through Friday, 8:00 AM to 4:00 PM, closed all holidays. Approved glasses or dentures may be delivered to the Property Window in the South Building Monday through Friday from 8:00 AM to 3:30 PM, excluding holidays.

Court clothing is accepted from 8:00 AM to 10:00 AM the day before court. If court is on Monday, the drop-off is the Friday before. Review the inmate property rules before going to the Justice Center.
