Delinquent property taxes
Taxes and assessments become delinquent on April 1. A 3% minimum mandatory charge and advertising charge applies to delinquent real estate taxes. If payment is not received before June 1, a lien is placed against the property and additional charges are due.
Tangible personal property taxes accrue interest at 1.5% per month, plus advertising and fees. Tax warrants are issued for unpaid tangible personal property taxes.
Delinquent payments cannot be made by personal or business check. Delinquent taxes may be paid by mail or in person using certified or cashier’s check, money order, attorney or title company check, or escrow or trust check payable to “Orange County Tax Collector” or “Scott Randolph.” Cash is accepted in person only.
Installment payment plan
Orange County taxpayers may use a quarterly installment payment plan when they are current on taxes and the prior year’s taxes were more than $100. Applications are completed online after searching for the property.

Tangible personal property taxes
Tangible Personal Property Taxes apply to furniture, fixtures, and equipment located in businesses and rental property. They also apply to structural additions to mobile homes.
The Property Appraiser assesses tangible personal property value and certifies the roll to the Tax Collector. The Tax Collector mails the notices and collects the taxes. Bills are mailed at the same time as real estate tax bills, and the same early payment discounts apply.
If tangible personal property is bought or sold, the bill is issued to the owner shown on the certified tax roll. Any proration is handled between the buyer and seller.
Exemptions, values, and address changes
The Orange County Property Appraiser determines property value and approves exemptions, including Homestead, Disability, Widow/Widower, Senior, and Military exemptions. Property taxes are calculated by multiplying the property value, less exemptions, by the millage rate set by local taxing authorities.
A change of mailing address must be filed with the Property Appraiser. Homestead Exemption is also handled through the Property Appraiser, not the Tax Collector.
For tax deferral, homestead tax-exempt taxpayers may apply to defer a portion of property taxes. The Homestead Tax Deferral application is due to the Tax Collector by March 31.
Tax certificate and deed sales
Real estate taxes that remain unpaid after delinquency are advertised before the annual Tax Certificate Sale. The 2026 Tax Certificate Sale is scheduled online for June 1, starting at 8:00 a.m.
When a tax certificate is sold, the bidder pays the delinquent taxes and holds a certificate that is a first lien against the property. To redeem it, the property owner must pay delinquent taxes, accrued interest, and advertising costs to the Tax Collector.
If a tax certificate is not redeemed within two years, the certificate holder may file a Tax Deed Application. In Orange County, Tax Deed Sales are processed through the Orange County Comptroller’s Office.
