Status note: A green checkmark in processing status means that a task is completed. It does not by itself mean the task was accepted, approved, or passed.
Permit applications and E-Permits accounts
Permit applications are processed online through the E-Permits system. An account is needed to start a new permit application, continue an application, schedule inspections, create amendments, and use all portal services.
If you had a previous account, create a new E-Permits account. If you used ePlans or ProjectDox, use the same email account so prior records can connect correctly. Permits created before February 3, 2025 may need to be connected through the PIN record number process.
Users may also visit 417 E Fayette Street to complete an application at a kiosk, Monday through Friday, 8:30 AM to 3:30 PM. For the best portal experience, use Google Chrome or Microsoft Edge.

Common permit categories
Baltimore City permit requirements vary by project type. Choose the permit category that best matches the work before starting an application.

Permit fees can be paid through the online system or at the One-Stop Shop Permit Center before a permit is issued. Online check payments are free, while credit card payments are subject to a small fee. After payment, the permit is sent by email.

Special referrals and ePlans review
Some permits require review by another department or agency before approval. Referral needs depend on the property, project location, and type of work.
- Properties in City Historic Districts may require CHAP review and a Notice-To-Proceed.
- Floodplain properties may trigger floodplain review.
